It's a katana found in Gael Tunnel in northwestern Caelid. Available from pretty early in the game. It scales with Dex and Int and has a VERY powerful weapon art. It's basically Unsheath (from the Uchigatana), but with added energy beams. The heavy version of this can stagger most enemies in one hit, and most bosses in as few as 3 hits.
Its weapon arts is fast and, the recovery is equally fast so it's really safe to use. You'll only need the smallest of opening to unleash it safely. Furthermore transient moon light does very good posture damage (even post nerf), comparable to unsheathe. Except you do it at range.

Moonveil remains one of the better weapons in the game too. It's basically better than using actual spells 4 times out of 5. People saying it's been "nerfed to hell" are exaggerating. I'm pretty sure the only thing that changed with Moonveil is that it's poise damage was slightly decreased in PvP only . Should be exactly the same in PvE. Also, a ton of weapons had poise damage nerfed in PvP, not just katanas. So, effectively, most weapons weren't really nerfed.
