There are good perks that can be found in pretty much all the fighting skills for boosting militia, loyalty, and security. Steward, medicine, engineering, and trade all have perks that improve the economy, building speed, village growth, etc. You can specialize companions to be governors for building construction, boosting income, loyalty, etc ... If you want to split up your attributes for several 250 perks, or max one to 10 for ultimate perk (or set of 3) it won't effect your leveling.
