Download speed has nothing to do with rubber banding. Rubber banding happens when you drop a bunch of packets for a few seconds and the game has to catch up once your connection stabilizes. It most likely IS on your end, either with your ISP having issues or your connection in some way, even if it's your modem crapping out.
